កម្មវីធីទូរសព្ទដៃ WeMoney ជាវេទិការសាច់ប្រាក់រហ័ស ដែលត្រូវបានបង្កើតឡើងដោយស្របច្បាប់ដោយក្រុមហ៊ុន វី ហ្គ្រូ អាប់ ឯ.ក មានអាសយដ្ឋាន អគារ The Kampus លេខ0៨៤១, ជាន់ទី៩ Unit 9A មហាវិថីព្រះមុនីវង្ស (លេខ៩៣), ភូមិ១១, សង្កាត់ ទន្លេបាសាក់, ខណ្ឌចំការមន, រាជធានីភ្នំពេញ ព្រះរាជាណាចក្រកម្ពុជា។ យើងយល់ឃើញថាឯកជនភាពរបស់លោកអ្នកគឺ សំខាន់ណាស់ចំពោះយើង។ លោកអ្ន ក ចាំបាច់ត្រូវអានដោយយកចិត្តទុកដាក់ និងយល់ដឹងអំពីគោលការណ៍នៃសិទ្ធិឯកជនរបស់វីម៉ាន់នី ម៉ូបាល មុនពេល លោកអ្នកសម្រេចចិត្តបង្ហាញទិន្នន័យទៅកាន់កម្មវិធីទូរសព្ទរបស់យើង។
ការចូលប្រើប្រាស់របស់លោកអ្នក និងការបន្តធ្វើប្រតិបត្ដិការជាមួយកម្មវិធីទូរសព្ទវីម៉ាន់នី ម៉ូបាល ត្រូវបានចាត់ទុក ជាការយល់ព្រមស្របតាមគោលការណ៍នៃសិទ្ធិឯកជននេះ។

អ្នកប្រើប្រាស់យល់ព្រមនឹងគោលការណ៍ភាពឯកជននេះ ដែលរួមបញ្ចូលទាំងការយល់ព្រម ចំពោះការប្រមូល ដំណើរការការផ្ទេរ និងការរក្សាទុកព័ត៌មានផ្ទាល់ខ្លួនរបស់អ្នកដូចដែលបានកំណត់នៅក្នុងគោលការណ៍នេះ នៅពេលអ្នកចុះឈ្មោះចូលប្រើឬប្រើប្រាស់សេវាតាមរយៈកម្មវិធីទូរសព្ទ WeMoney (WEMONEY Mobile Application) លើកលែងតែមានការកំណត់ផ្សេងពីនេះនៅក្នុងគោលការណ៍ឯកជនភាព ។ គោលការណ៍ឯកជនភាពនេះអនុវត្តចំពោះព័ត៌មានទាំងអស់ដែលយើងដំណើរការទាក់ទងនិងទំនាក់ទំនងរបស់អ្នកជាមួយយើងក្នុងនាមជាអតិថិជន។
ការប្រមូលព័ត៌មានព័ត៌មានផ្ទាល់ខ្លួន
ព័ត៌មានទំនាក់ទំនង ដូចជាឈ្មោះពេញ លេខទូរសព្ទ អ៊ីមែល និងព័ត៌មានស្រដៀងគ្នាផ្សេងៗទៀត ដូចជាថ្ងៃខែឆ្នាំកំណើត ស្ថានភាពគ្រូសារនិង ឬព័ត៌មានលម្អិតអំពីអត្តសញ្ញាណប័ណ្ណ។ ព័ត៌មានដែលអាចកំណត់អត្តសញ្ញាណផ្ទាល់ខ្លួន មិនរាប់បញ្ចូលព័ត៌មានអនាមិក ឬប្រមូលផ្តុំតាមរបៀបដែលមិនអាចឱ្យយើងកំណត់អត្តសញ្ញាណបុគ្គលជាក់លាក់។ យើងក៏អាចតម្រូវឱ្យមានរូបថតផ្ទាល់ខ្លួនរបស់អ្នកដែលអាចអនុវត្តបានក្នុងអំឡុងពេលដំណើរការដាក់ពាក្យសុំ ឬនៅពេលដែលអ្នកកំពុងប្រើប្រាស់សេវាកម្មដើម្បីផ្ទៀងផ្ទាត់ព័ត៌មានទាំងអស់ដែលអ្នកបានផ្តល់ទៅឱ្យក្រុមហ៊ុន។
ព័ត៌មានហិរញ្ញវត្ថុ
ព័ត៌មានលំអិតអំពីគណនីធនាគារនិង ឬកាតឥណទាន ព័ត៌មានប្រាក់ចំណូល តារាងប្រាក់បៀវត្ស របាយការណ៍ធនាគារ កុងត្រាការងារ និងឯកសារចំណូលផ្សេងទៀត។
ព័ត៌មានកម្មវិធីទូរស័ព្ទ
(១) ព័ត៌មានទីតាំងភូមិសាស្ត្រ យើងអាចស្នើសុំការចូលប្រើ ឬការអនុញ្ញាត និងការតាមដានព័ត៌មានទីតាំងពីឧបករណ៍ចល័តរបស់លោកអ្នក ដោយនិរន្ដរ៍ ឬខណៈពេលដែលលោកអ្នកកំពុងប្រើប្រាស់កម្មវិធីទូរស័ព្ទរបស់យើងខ្ញុំ ដើម្បីយើងខ្ញុំអាចផ្តល់សេវាកម្មផ្អែកលើទីតាំង។
(២) ការចូលប្រើឧបករណ៍ចល័ត យើងអាចស្នើសុំការចូលប្រើ ឬការអនុញ្ញាតចំពោះមុខងារមួយចំនួនពីឧបករណ៍ចល័ត(Mobile Device) របស់លោកអ្នក រួមមាន កាមេរ៉ា ការទំនាក់ទំនង (Contact) មីក្រូហ្វូន (Microphone) ឧបករណ៍ចាប់សញ្ញា សារ (SMS) គណនីប្រព័ន្ធផ្សព្វផ្សាយសង្គម ការផ្ទុកទិន្នន័យ និងមុខងារផ្សេងទៀត។
(៣) ទិន្នន័យនៃឧបករណ៍ចល័ត យើងអាចប្រមូលព័ត៌មានឧបករណ៍ (ដូចជាលេខសម្គាល់ឧបករណ៍ចល័តរបស់លោកអ្នក ម៉ូដែល និងក្រុមហ៊ុនផលិត) ប្រព័ន្ធប្រតិបត្តិការ ព័ត៌មានកំណែ និងអាសយដ្ឋាន (IP) ។
(៤) ការជូនដំណឹងភ្លាម យើងអាចស្នើសុំឱ្យលោកអ្នក ឱ្យយើងខ្ញុំអាចជូនដំណឹងភ្លាមដល់លោកអ្នក ទាក់ទងនឹងគណនីរបស់លោកអ្នកឬកម្មវិធី។
(៥) ប្រសិនបើលោកអ្នកចង់បញ្ឈប់ការទំនាក់ទំនងតាមប្រភេទទាំងនេះ អ្នកអាចបិទវានៅក្នុងការកំណត់ឧបករណ៍ (Device Settings) របស់លោកអ្នក។
វិធីប្រមូលទិន្នន័យ
យើងអាចប្រមូលព័ត៌មានផ្ទាល់ខ្លួនរបស់អ្នកពីប្រភពផ្សេងទៀត ដូចជាព័ត៌មានដែលអ្នកផ្តល់ឱ្យយើងដោយផ្ទាល់ ឬដោយប្រយោលរួមទាំងព័ត៌មានដែលប្រមូលបានពីទិន្នន័យការប្រើប្រាស់ទូរស័ព្ទរបស់អ្នក រួមទាំងរបស់យើងផងដែរតាមរយៈក្រុមការងារបម្រើរអតិថិជនដោយត្រូវគោរពតាមច្បាប់និងបទប្បញ្ញត្តិនានា។
សូមកត់សម្គាល់ថា ប្រសិនបើអ្នកប្រើកម្មវិធីទូរសព្ទវីម៉ាន់នី ម៉ូបាល ឬសេវាកម្មរបស់យើងជំនួសមនុស្សផ្សេងទៀតដូចជាគ្រួសារ មិត្តភក្តិ ឬនិយោជិក អ្នកត្រូវតែធានាថា អ្នកមានសិទ្ធិផ្តល់ឱ្យយើងនូវព័ត៌មានផ្ទាល់ខ្លួនរបស់ពួកគេ។ ការប្រើប្រាស់កម្មវិធីទូរសព្ទវីម៉ាន់នី ម៉ូបាល តាមរបៀបនេះសន្មត់ដោយស្វ័យប្រវត្តិថាអ្នកបានទទួលការអនុញ្ញាតត្រឹមត្រូវពីម្ចាស់ព័ត៌មានផ្ទាល់ខ្លួន។ អ្នកតំណាងនិងធានាថាក្រុមគ្រួសារ មិត្តភក្តិ ឬនិយោជិករបស់អ្នក ដែលមានព័ត៌មានផ្ទាល់ខ្លួនដែលអ្នកបានផ្តល់ដល់ពួកយើងបានយល់ព្រមក្នុងការប្រើប្រាស់ដំណើរការរក្សាទុក និងការបង្ហាញទិន្នន័យរបស់ពួកគេស្របតាមគោលការណ៍នេះនិងច្បាប់ដែលអាចអនុវត្តបានទាំងអស់។
ប្រសិនបើអ្នកជ្រើសរើសមិនផ្តល់ឱ្យយើងនូវព័ត៌មានផ្ទាល់ខ្លួនណាមួយ ដែលយើងត្រូវការពីអ្នក ឬប្រសិនបើអ្នកមិនព្រមព្រៀង នៅពេលណាមួយក្នុងអំឡុងពេលនៃការប្រើប្រាស់សេវាកម្មរបស់យើង ទាក់ទងការប្រមូល ដំណើរការនិង ឬផ្ទុកព័ត៌មានផ្ទាល់ខ្លួនណាមួយដូចដែលបានកំណត់នៅក្នុងគោលការណ៍ឯកជនភាពនេះ យើងរក្សាសិទ្ធិក្នុងការបដិសេធការស្នើសុំរបស់អ្នកឬការបន្តសេវាកម្មណាមួយរបស់យើង។
ការប្រើប្រាស់ព័ត៌មានរបស់អ្នក
ព័ត៌មានផ្ទាល់ខ្លួនដែលយើងប្រមូលពីអ្នក នឹងត្រូវបានប្រើដើម្បីអនុញ្ញាតឱ្យយើងបម្រើសេវាកម្មដែលអ្នកបានស្នើសុំពីយើង។ យើងអាចប្រើព័ត៌មានផ្ទាល់ខ្លួនរបស់អ្នកក្នុងការ៖
(១)សម្រួលដល់ការប្រើប្រាស់កម្មវិធីទូរសព្ទវីម៉ាន់នី ម៉ូបាលរបស់អ្នកនិង ឬប្រើក្នុងការចុះឈ្មោះគណនីកម្មវិធីទូរសព្ទរបស់អ្នកប្រសិនបើមាន។
(២)ផ្ទៀងផ្ទាត់អត្តសញ្ញាណ និងព័ត៌មានលំអិតទាក់ទងរបស់អ្នក។
(៣)ផ្តល់សេវាកម្មរបស់យើង
(៤)ដំណើរការប្រតិបត្តិការនិងផ្ញើការជូនដំណឹងអំពីប្រតិបត្តិការរបស់អ្នក
(៥)ទាក់ទងអ្នក និងធ្វើបច្ចុប្បន្នភាពអ្នកអំពីការបម្រើសេវាកម្មរបស់យើង។
(៦)ទំនាក់ទំនងជាមួយអ្នកនិងដំណើរការសំណើរបស់អ្នក។
(៧)អនុវត្តការដាក់ពិន្ទុឥណទានលើពាក្យសុំរបស់អ្នក
(៨)ផ្តល់ជូននូវការស្ទង់មតិ ការផ្សព្វផ្សាយ និងការទំនាក់ទំនងទីផ្សារ។
(៩)កែលម្អមាតិកា និងកម្មវិធីទូរសព្ទវីម៉ាន់នី ម៉ូបាលរបស់យើងកាន់តែប្រសើរ។
(១០)ធ្វើឱ្យប្រសើរឡើងនូវសេវាកម្មរបស់យើង។
(១១)ផ្តល់សេវាកម្មផ្ទេរប្រាក់តាមអេឡិចត្រូនិក និងសេវាកម្មពាក់ព័ន្ធ។
(១២)ទំនាក់ទំនងផ្តល់ជូនឯកសារយោងផ្ទាល់ខ្លួន ដើម្បីផ្ទៀងផ្ទាត់ភាពត្រឹមត្រូវនៃព័ត៌មាននិងសម្របសម្រួលទាក់ទងនឹងអត្តសញ្ញាណនិងស្ថានភាពផ្ទាល់ខ្លួនរបស់អតិថិជន។
(១៣)ឆ្លើយតបចំពោះការសាកសួរយោបល់ ឬកង្វល់ទាក់ទងនឹងសេវាកម្មរបស់យើង។
(១៤)ផ្តល់ការណែរនាំ និងជួយដល់អតិថិជនទាក់ទងសេវាកម្ម។
(១៥)ការប្រមូលបំណុលដែលយឺតយ៉ាវ
(១៦)អនុវត្តសិទ្ធិស្របច្បាប់របស់ក្រុមហ៊ុនសម្រាប់ការពារផលប្រយោជន៍របស់ខ្លួន។
(១៧)គោលបំណងដែលបានបញ្ជាក់ និងស្របច្បាប់ផ្សេងទៀត ដែលបានកំណត់និងប្រកាសពីមុនឬអាចអនុវត្តបានភ្លាមៗបន្ទាប់ពីការប្រមូលព័ត៌មានផ្ទាល់ខ្លួន។
យើងមិនចែករំលែកព័ត៌មានផ្ទាល់ខ្លួនរបស់អ្នក ជាមួយតតិយជនណាមួយផ្សេងទៀតសម្រាប់គោលបំណងអាជីវកម្មរបស់ពួកគេ ដូចជារាប់បញ្ចូលទាំងការធ្វើទីផ្សារនិងការផ្សាយពាណិជ្ជកម្មដោយគ្មានការយល់ព្រមនិងការអនុញ្ញាតពីអ្នកឡើយ។
អ្នកផ្តល់សេវាតតិយជនឬ ភាគីទីបី
យើងអាចជួលអ្នកផ្តល់ពិន្ទុឥណទានខាងក្រៅ ឬក្រុមហ៊ុនភាគីទីបីដើម្បីជួយសម្រួលដល់សេវាកម្មរបស់យើង ដោយធ្វើសកម្មភាពទាក់ទងនឹងសេវាកម្មនានាដើម្បីជួយយើងក្នុងការវិភាគអំពី សេវាកម្មរបស់យើង ឬសម្រួលក្នុងការប្រមូលគណនីដែលយឺតយ៉ាវ។
តតិយជនទាំងនេះមានសិទ្ធិប្រើប្រាស់ព័ត៌មានផ្ទាល់ខ្លួនរបស់អ្នកដើម្បីបំពេញភារកិច្ច ក្នុងនាមយើង ហើយមានកាតព្វកិច្ចមិនបង្ហាញការប្រើប្រាស់ ឬរក្សាទុកព័ត៌មានផ្ទាល់ខ្លួនរបស់អ្នកសម្រាប់គោលបំណងណាមួយឡើយ។
ការចែករំលែកព័ត៌មាន
យើងអាចចែករំលែកព័ត៌មានផ្ទាល់ខ្លួនរបស់អ្នកជាមួយភាគីទីបី ដែលរួមមានអង្គភាពដូចខាងក្រោមៈ
(១) សាខា ឬសមាជិកនៃ WeMoney ។ ក្រុមគ្រួសារសាជីវកម្មទាំងអស់របស់ WeMoney ។ ក្រុមហ៊ុនបុត្រសម្ព័ន្ធផ្ទាល់ និងដោយប្រយោលរបស់យើងដើម្បីជួយក្នុងការផ្តល់សេវាកម្ម និងជួយស្វែងរក ការពារនូវសកម្មភាពខុសច្បាប់ដែលអាចកើតមាន ឬការបំពានលើគោលការណ៍របស់យើង និងផ្តល់ការវិភាគទិន្នន័យត្រឹមត្រូវលើការប្រើប្រាស់កម្មវិធីទូរសព្ទរួមទាំងទំនាក់ទំនងទីផ្សារ។
(២) តុលាការ មន្រ្តីរដ្ឋាភិបាល ការអនុវត្តច្បាប់ ឬនិយតករផ្សេងទៀតទាក់ទងនឹងដីកា ដីកាតុលាការ ឬនីតិវិធី ឬតម្រូវការផ្នែកច្បាប់ផ្សេងទៀតក្រោមច្បាប់ ឬបទបញ្ញត្តិហ្វីកម្ពុជានៅពេលដែលយើងត្រូវធ្វើដូច្នេះដើម្បីអនុវត្តតាមច្បាប់ ឬបទបញ្ញត្តិនោះ ឬនៅពេលដែលយើងជឿជាក់លើការសំរេចចិត្តរបស់យើងថាការបង្ហាញព័ត៌មានផ្ទាល់ខ្លួនគឺចាំបាច់ ដើម្បីការពារគ្រោះថ្នាក់រាងកាយឬការបាត់បង់ហិរញ្ញវត្ថុ ឬរាយការណ៍ពីសកម្មភាពខុសច្បាប់ដែលសង្ស័យឬស៊ើបអង្កេតការរំលោភលើលក្ខខណ្ឌនានា។
(៣)ទីភ្នាក់ងារឥណទាននិងទីភ្នាក់ងារប្រមូលប្រាក់ដើម្បីរាយការណ៍ព័ត៌មានគណនីដូចដែលបានអនុញ្ញាតដោយច្បាប់។
(៤) សេវាកម្មអតិថិជន សម្រាប់គោលបំណងបម្រើអតិថិជន។
(៥) ធនាគារ ឬដៃគូហិរញ្ញវត្ថុដែលត្រូវបានអនុញ្ញាតដោយច្បាប់ ឬដែលតម្រូវដោយទំនាក់ទំនងអាជីវកម្មតាមកិច្ចសន្យា។
(៦)នាយកដ្ឋានផ្នែកច្បាប់ដើម្បីធានាបាននូវការអនុលោមតាមវិធាន និងបទប្បញ្ញត្តិរបស់រាជរដ្ឋាភិបាល និងដើម្បីការពារយើងពីគ្រោះថ្នាក់ដល់សិទ្ធិទ្រព្យសម្បត្តិ ឬសុវត្ថិភាពអ្នកប្រើប្រាស់ដទៃទៀតនៃកម្មវិធីទូរសព្ទ ឬសាធារណៈជនដូចដែលបានតម្រូវ ឬអនុញ្ញាតដោយច្បាប់។
(៧) អ្នកផ្តល់សេវាកម្ម ដើម្បីផ្តល់លទ្ធភាពដល់អ្នកផ្តល់សេវាកម្មក្រោមកិច្ចសន្យាជាមួយយើងដើម្បីគាំទ្រដល់ប្រតិបត្តិការអាជីវកម្មរបស់យើងដូចជាការការពារការក្លែងបន្លំ ការប្រមូលវិក្កយបត្រ សេវាកម្មអតិថិជន និងសេវាកម្មបច្ចេកវិទ្យា។
សេចក្តីជូនដំណឹងពិសេស សម្រាប់អនីតិជន ឬកុមារ
ការប្រើប្រាស់គេហទំព័រមិនសំដៅចំពោះមនុស្សដែលមានអាយុក្រោម ១៨ ឆ្នាំឡើយ ហើយយើងនឹងមិនប្រមូល ប្រើប្រាស់ ឬផ្តល់ដំណើរការក្នុងទម្រង់ណាទាំងអស់នូវព័ត៌មានផ្ទាល់ខ្លួនរបស់មនុស្សដែលមានអាយុក្រោម ១៨ ឆ្នាំដោយចេតនា ឬអចេតនាឡើយ។
ដូច្នេះយើងក៏ស្នើសុំអ្នកប្រសិនបើអ្នកមានអាយុក្រោម18ឆ្នាំសូមកុំផ្ញើព័ត៌មានផ្ទាល់ខ្លួនរបស់អ្នកមកយើង ឧទាហរណ៍ ឈ្មោះ អាសយដ្ឋាន និង អ៊ីម៉ែល។ បើអ្នកមានអាយុតិចជាង ១៨ ឆ្នាំហើយអ្នកចង់សួរសំណួរ ឬប្រើគេហទំព័រនេះដែលតម្រូវឱ្យអ្នកបញ្ជូនព័ត៌មានផ្ទាល់ខ្លួនរបស់អ្នកសូមឱ្យឪពុកម្តាយឬអាណាព្យាបាលរបស់អ្នកធ្វើជំនួសអ្នក។
ភាពត្រឹមត្រូវនៃព័ត៌មាន
ប្រសិនបើអ្នកចង់ពិនិត្យឡើងវិញ ផ្លាស់ប្តូរ ឬលុបចោលព័ត៌មានផ្ទាល់ខ្លួនណាមួយដែលអ្នកបានផ្តល់ឱ្យយើង សូមទាក់ទងមកយើងភ្លាមៗដោយប្រើព័ត៌មានទំនាក់ទំនងរបស់យើងដែលមាននៅខាងក្រោម។
ការផ្ទុកព័ត៌មាន
យើងរក្សាទុកព័ត៌មានផ្ទាល់ខ្លួនរបស់អ្នកតទៅទៀត ក្នុងករណីចាំបាច់និងពាក់ព័ន្ធសម្រាប់សេវាកម្មរបស់យើងក្នុងរយៈពេលមួយ។ យើងក៏អាចរក្សាទុកព័ត៌មានផ្ទាល់ខ្លួនដើម្បីអនុវត្តតាមតម្រូវការនៃច្បាប់និងបទប្បញ្ញត្តិនានាដើម្បីការពារការក្លែងបន្លំ ដោះស្រាយវិវាទ និងបញ្ហាផ្សេងៗ ឬធ្វើសកម្មភាពផ្សេងទៀតដែលត្រូវបានអនុញ្ញាត ឬតម្រូវដោយច្បាប់និងបទប្បញ្ញត្តិដែលអាចអនុវត្តបាន។ នៅក្រោមគោលការណ៍ទិន្នន័យរបស់យើង យើងនឹងលុបចោលព័ត៌មានផ្ទាល់ខ្លួនដោយសុវត្ថិភាព និងស្របតាមច្បាប់និងបទប្បញ្ញត្តិដែលអាចអនុវត្តបានបន្ទាប់ពីព័ត៌មានផ្ទាល់ខ្លួនលែងចាំបាច់ ហើយឈប់ពាក់ព័ន្ធនឹងសេវាកម្មរបស់យើងលើកលែងតែច្បាប់និងបទប្បញ្ញត្តិ ឬសំណូមពររបស់អ្នកប្រើប្រាស់ដោយសរសេរជាលាយលក្ខណ៍អក្សរ។
សុវត្តិភាពនៃព័ត៌មាន
